In reply to Wheaton's request for local ordinances, the County
of San Diego, California has a "Resuorce Protection Ordinance"
that specifically defines a class of archaeology sites that must
bbe preserved when "discretionary" land use permits are in process;
eg. subdivisions of land, zoning permits, funding approval, etc.
The only allowed uses in protected sites are scientific research conducted
by SOPA certified archaeologists holding a County approved research design.
Penalties for violation are stiff misdemeanors. Since 1988, it has never
