Hi Pat.  Good to see you on line here.  This piece of legislation was pivitol
in legislation for cultural resources at the time.  It helped require a lot
of inventories (many that I have done) and mitigation that would have not
been required at the time (1960-).  It held the line until better legislation
got into place (NEPA, Nat. Hist. Sites Preservation Act, Section 106
consultation, etc.).
 
One place to look is King, Hickman and Berg's book ANTHROPOLOGY IN HISTORIC
PRESERVATION, Academic Press (1977) and there is also a little discussion in
CONSERVATION ARCHAEOLOGY by Schiffer and Gumerman, Academic Press (1977).
 
I would also suggest cross posting your notice to ARCH-L.  That is more
general archaeology and much larger than HISTARCH.  There may be many more
there that can help out.  If you are not on it, let me know and I will cross
post it for you.
