The term "teratogenic" is, I believe, the term that applies to the kind
of effect that Thalidomide had on those unfortunate children in the
early sixties, whose mothers took that drug during pregnancy.
  That is, an adverse effect on the existing foetus, as opposed to genetic
damage, which would become an inheritable characteristic.
        Someone with a handy dictionary may come up with a more
concise definition.
