Since there are plenty of hot tanks in NZ, I can't understand why this
beekeeper would not simply sterilize at least the boxes.
And I would have demanded more tests on individual hives.
This kind of extreme overreach could kill a well-intentioned program.
For this amount of cost, he could have treated all with antibiotic, then
hired an inspector to monitor the hives for a year.
