Even though the varroa issue is justification to fund a lot of expensive hi-tech study, I don't think achieving the goal  is rocket surgery.  

Establish a minimum for what you seek at maybe the median performance.  Higher if you are in a hurry. .  

Measure, and breed from those that pass.  Rinse and repeat.

The wild card is nearby beekeepers.  If it can be a community effort, it will progress.  If not, it will likely fail.

AsI see it, this approach is a sort of an accelerated natural selection.
