I see far too much reliance on he result of surrogate tests when, as is said, "The proof of the pudding is in the eating". (Not in the recipe, the colour, the smell...)
It is in measuring the actual outcome, if possible. If that's not possible. then what does that tell us?
This not to say that surrogate test are not useful, but rather that they are what they are and no more.
Surrogate tests usually measure only one factor that is known or believed to be related to the phenomenon of concern in some more or less defined way.
However, there can be unseen or unknown counteracting influences or other factors that greatly inluence or nulify the expected corelation.
