I would probably say that the bee builder in the hive and the wax maker are two different castes of bees. Honey flow - adjustment of the bee structure in the hive using wax flakes.
Loss of colony supply and use of reserve workers as a resource where wax scales fall unused.
Very low temperatures during hibernation, during which the bees' organs are activated to produce heat. (fallen white flakes of wax in the winter fallout at the bottom of the hive)
The use or non-use of wax scales is determined by the presence of construction conditions and the activity of female construction workers.
