Beautiful ceramic! A good place to start would be examples of dipped wares the Jefferson-Patterson website managed by Patricia Samford -

I do not know if I have seen a vessel with such thin lines exactly like this before but these examples will be a good start as well as any other resources people share on here.

Subject: Identifying ceramic pattern

Hello,
We have a ceramic pattern we’d like to identify. It’s earthenware, with blue pooling in the base. The context is an 1830-1870s quarter for workers and later military personnel at Fort Pulaski near Savannah, Georgia. The ceramic has a polychrome, annular design around the rim.
