I thought the same thing. Even with the exchange rate, this number is way too high. There are videos of the scene, it was supers and frames, some brand new. 

Supposedly the beekeeper was told to either do it or go to jail. There should have been some sort of appeal process. Clearly there was no immediate danger; probably no "danger" at all.

I would hope this leads to a revolt from the beekeeping community and the firing of the nitwit who ordered the action.
