There is a very common misconception out there in the lay public that a small patch of flowers, or a garden bed, or a small backyard garden can support a colony or colonies of honey bees. It is very hard to push back against this view. Some do understand the logic of comparing the number of bees exiting or returning to a colony vs. the number of bees one can see at one time in said high yielding garden plantings. Others will not get it.
