Apparently it does. Granted, the dose makes the poison, but some things are just poisonous and don't belong in the diet. We have discussed hormesis here on several occasions, so I don't need to be reminded of that. Given all the toxins we take in on a regular basis, why add more? I am not saying vitamins are toxic per se; only a waste of money. If you want the placebo effect, fill your vitamin jar with jelly beans, they're cheaper.
