When I was employed by Cornell University I was required to get a pesticide applicators license. We were taught that using anything as a pesticide without following the label is illegal. They even gave the example of using soapy water as an insecticide. Not labeled for that use.
Now this may seem odd but the law only permits pesticides labeled as such and only according to the label. There are actually soap based insecticides so these would be OK to use.
I know, I can mix up soap and water and wash stuff with it, any dead bugs would be collateral damage. But the discussion is about laws, not scofflaws.
