Delivering a consistent, area wide, full death blow to all honey bee colonies in an area through spiked sugar syrup or insecticides on flowers is not as simple as it may sound.  A lot of things have to be right, and done right.  During active bloom periods, foragers may not visit or recruit in good enough numbers to bait stations.  If visiting blooms, a lot of them have to be sprayed to give foragers a good amount of active ingredient.  Not just a handful, but a good number of loaded individual foragers need to bring back the poison to the colony to do the deed.  Since they are carrying a deadly pay load some or many can succumb while traveling back to the colony.

All of the above caveats themselves are an oversimplification that presents target colonies, foragers, point source of toxicant as a closed vessel.  In reality there are many other components to consider.
