Bees forage for water for four purposes that I can think of:
1.  To replace moisture that has evaporated from their bodies.
2.  To supply the moisture required to produce jelly.
3.  To dilute honey that they are consuming.
4.  To use for evaporative cooling of the colony and for increasing the
humidity of the brood nest.

If your ambient RH is above 90%, and there was a nectar flow on, then the
colony would require little or no water from the water foragers for any of
the above.  At that ambient RH and temperature, little evaporative cooling
could occur.
