We do not have road beekeeping, but in recent years I have seen the migration of beekeepers who are based in several republics. For example, a Ukrainian or Moldovan is in France, registers breeding and his bees, mostly free (US I know pays) And I can imagine how it can legalize the uncontrolled transfer of honey for sale from places in the Middle East, where it is very cheap, to Western Europe, where it is very expensive. Also the economy in small in fact in large and very profitable. Basically also without bees, the beekeeper can make some strawsperson and the trader outweighs the "organic local French quality".
