>How does one even clean off and recycle these plastic-foundation brood
frames? With a power-washer?

I've seen a very impressive comb power washing unit built by a commercial
beekeeper in New Zealand. Wooden frames with old drawn combs on plastic
foundation go in one end of the unit, and frames with "clean" foundation
come out the other end for reuse in their hives. The pile of cocoons and
wax can be rendered for beeswax or composted.

The ingenuity of beekeepers around the world continues to amaze me!
