The best fix for a laying working hive is to add a healthy nuc. However, this is not the best path for the nuc, to saddle them with a bunch of old, bedraggled bees. Therefore, let the nuc build up on its own, and get rid of the laying worker hive. In other words, the smart beekeeper is making new colonies to _replace_ the ones that fail, rather than fussing with the troublemakers.
