Thanks to Mr Fischer for the link so I could read the proposal:

I read the proposal to try to understand what problem is being addressed and
how the new regulation might solve the problem.
As I read it, my take is they are trying to provide some "guard rails" to the traffic of honey
bees and their diseases into and out of NYS by:
1. having inspection, permits and regulations overseeing the movement of bees and their equipment within the state
and interstate.
2. providing for mandatory inspections to detect and oversee BMP's when disease and parasites occur within NYS apiaries, large or small and commercial or hobbyist.
The benefit is that when the next exogenous threat to honey bees in NYS occurs, the threat MAY BE arrested at our borders.
The complaint(s) that has(ve) been expreassed so far are that:
1. There is an inherent distrust of government regulations. "I don't know what they're up to, but they're up to something that will cost me money, time and aggravation, and probably all three".
2. Last law did not help with the pesticide problem. "Government is too incompetant to help. It's all hopeless!"
3. I can already get 2 free inspections a year so I am happy with that and the other services that the state offers on a voluntary basis. "If it aint broke, don't fix it".

I have no opinion on this. I am trying to understand the issues.
