Its done thru you local FSA office,  go in and tell them you want the ELAP application.

You will need to document your beekeeping,  locations feeds and medications (vet approved of course)

Then after a loss,  you can file a claim.   You do have to be on the list prior to wanting to file a claim, IE enrolled in the program.
