I have kept bees since 1974 and I never had a "problem" with swarming. I worked with two different commercial beekeepers that year. The first one told me that cutting queen cells was a complete waste of time because if they have queen cells, it's already too late.
I asked the second beekeeper "what do you do to prevent swarming?" He said, "nothing." This was not true, of course. Everything he did prevented swarming. It was second nature to him. The main thing is plenty of supers with used comb, put on before the bees get crowded.
