Foundation has a uniform imprint to guide cell building but, when left to themselves, bees draw a range of sizes, usually smaller in the centre of the brood area and larger towards the outside where the cells are multi-purpose for brood and for stores.
Since I stopped using foundation, apart from for starter strips, my bees seem to be doing much better and, watching the entrance, there is a range of sizes of workers. When brood comb needs renewing, I simply cut out the old, dark, bred-in comb and leave a 'footprint' around the perimeter of the frame for guidance. The bees love it!
