The real question here is whether we can observe it and if we do, can we reproduce the event?

If not, did it really happen?

Some things are one-offs, random or depend on factors we cannot perceive or understand.

Did it really happen if we cannot force it?  We just do not know.

If a tree falls in the forest...

Does one black swan disprove a statement?
