The scientists at the company are not stupid
They understand that we wouldn't want to expose our bees to anything that
would harm the colony. That would also be one of the first things that EPA
would want to see data on.

If you consider the short list of 'insecticides' allowed on emergency status by the EPA for use against Varroa it would be difficult to justify the claim that the first item they consider is 'anything that would harm the colony'.
>Certainly imo the vast majority of scientist working for any large company are not stupid but none have a crystal ball to see the full consequence of their actions either. In such a case the law of unintended consequence reign supreme.
