I think the biggest difference is part B:

Instead of going after hundreds of beekeepers with one infraction the
law can now go after a few with one infraction per customer.

So far someone from the bee club would go in April from NY to either
Pennsylvania or South Carolina to pick up packages for all members. This
law would probably be the end of it.
