While there have been a few prosecutions in the UK in the past, I suspect that the 'problem' is that fake honey is generally safe to eat.

Those responsible for prosecuting - Trading Standards or Environmental Health departments - are under huge pressures trying to deal with much more important problems that do impact public health and safety.
