The link to the Federal Register was the Final Rule others mentioned to me this afternoon.

A "final rule" is final, a regulation with the effect of law.  It says:
"This regulation is effective February 23, 2021. Objections and requests for hearings must be received on or before April 26, 2021"

It would be more than a little late for "objections" after the final rule is published.  The public comment period is over,  but it is nice to see that there is provision for an "oops" to be pointed out.
