I'm fairly certain it is an open eye with an eyebrow above, though it never hurts to consider other possibility's.

Constitution Hall where this unusual artifact was recovered served multiple purposes after the Kansas Territorial assembly period (starting in 1855): college dormitory, boarding house, Dry Goods store, meeting rooms (city council, GAR, Odd Fellows, Masons, Modern Woodman, Rebekah, public), schoolroom, undertaker's parlor, telephone office, storage and finally in 1986 purchase by the state of Kansas and creating the historical site.
The "eye" was found near the foundation (exterior) at a depth of 10-20cm. Most of the artifacts were typical for late 19th-early 20th century Kansas artifacts, but there was a Novelty Rubber Company 'Goodyear' button (1853-1872) associated with the "eye."
My first thought was the 'eye' might be lodge related as some have suggested. The Mason's first met there in 1857-1861 and they and other groups from c. 1875 to 1986 (intermittently).
