I can confirm with absolute certainty of decades of personal experience that
a project review at even the "proof of concept" stage by any branch of the
military is orders of magnitude more excruciating than any review by any
journal-designated reviewer.
So, if you accept that the work was being done for the military, you can
accept that there was a very aggressive and adversarial "procurement
officer", dead-set against spending a single dime he was not forced to
spend.
Jerry deals with the Army, and I the Navy, and I assume that Jerry has it
tougher than me, as I have been blessed with a program manager who outranks
everyone else, really likes my work, and openly says so.
If Jerry kept at it for more than a week, he proved it worked under a wide
range of abusive conditions.
