In Slovenia (home to Jan Strgar + Carolinian Bee) the traditional AŽ 
hive has a fixed brood and honey chamber (both slightly larger than a 
Langstroth deep, separated with an excluder). Because of this, swarming 
is very much a problem. What Strgar is saying here, I think, is some 
good marketing (he was a big promoter of exporting Carniolian queens 
around the world), but also true compared to the AŽ -- when you can have 
infinite brood chamber, swarming is no longer a big problem.

What I have found interesting and frustrating is that the Carniolian in 
Slovenia (different from the 'Carniolian' in the US) has trouble filling 
2 Langstroth brood chambers, but 1 is two small. It seems the size of 
the AŽ comb was an attempt  to find that sweet spot in between... or 
perhaps the bees have adapted to it after all these years
