You're damn right it's abhorrent, Mike!  Mount Pearl is the first City/Town in Newfoundland and Labrador to adopt an urban beekeeping ordinance, but then they turned around and slapped these ridiculous permitting fees on it.  We don't want them providing "leadership" to other municipalities on this matter, so we need to jump on it quickly and forcefully.  

So far, I have found no other jurisdiction anywhere else on the Planet that charges an urban beekeeping fee anywhere near this exorbitant amount. Almost all do not charge.

Georges, what's the situation in France?
