Aaron, back in the day, California had an apiary inspection program, and I
was quite happy with it.  But the beekeepers (perhaps unwisely) voted it
out.  I'd love to see it return, since there are now hotbeds of infection
and infestation that affect us all.

I've long heard about the program in New York, which appears to have been
at the interfaces of biology, politics, and ELAP payments.
