Believe it or not, commercial beekeepers are typically not idiots, and are
actually good observers.  They determine stocking rates by experimentation,
or from learning experiences from when favored yards get overstocked by
interlopers.

I've had the unfortunate learning experiences of having this happen to me
on quite a few occasions.

We beekeepers in my own county are finalizing an ordinance to restrict the
number of hives allowed in any apiary during our honey flow period, as well
as establishing setback distances between any new apiary locations.  Too
many of us have watched our "normal" honey crop disappear when someone new
sets down a truckload of hives within flight distance.
