You can see the same thing if you split a colony. With an artificial swarm, the brood will hatch in the queenless half and the cells be filled with honey. If there is not enough super space, the new queen will have nowhere to lay. If you then put an empty super above the brood box honey will be moved up very quickly and the queen will start laying.
