Thanks Peter for the package shipping historical info. Now things even evolved to sometimes shipping queenless packages from as far as New Zealand. A queen pheromone strip included in the package will do the trick to keep bees for more than a week travelling as long as there is enough feed in the package. This way facilitates shipping packages to Canada at a time there are no queens available.  Once the packages placed in hives in Canada, USA queens are introduced into them and becomes regular established hives.

Thanks to queen pheromone strips and this innovative idea of cut and match.
