Peter, I think you will find a variation of Provincial inspection services across the country.  Where interprovincial movement is typical, you will find collaborative requirements between provincial jurisdictions.
In Manitoba I can say we have strong government and beekeeper support for provincial inspection services and our association has been working hard to increase the service funding to help manage our industries changing Beekeeping dynamics.  In New Found Land, I know it’s a small and closed Beekeeping industry, but it may be proactive to establish the bases of such program just to lay out the fundamentals of this involvement.  But for some reason I think that is already in place,
