The $500 fine is for destroying a man made "native bee" hive.  If you destroy a man made honey bee hive the penalty is $1000 without proper approval.  If the owner needs to destroy an AFB infected hive they are supposed to contact the state apiarist who will inspect the hive and arrange for the proper burn permit.  If the owner follows the proper procedures they would not be fined.
