Pollen gather's generally use the bottom entrance, not the top.    It's nectar gatherer's that I mainly see using a top entrance.   And I don't use queen excluders.   In a heavy flow, I have data that show that any open cell is filled with nectar during the day, emptied at night, moved up to top.
Scott is filming brood nest bees - I'll ask him to look for this 'exchange'.
