Hi Kimberly:
You have taken on a challenging task!   Illinois has struggled over the
last several decades trying to come to grips with the intersection of
archaeology and history and Section 106.  Several years ago the
Illinois Dept. of Transportation and the Illinois State Archaeological
Survey (ISAS) commissioned a study  to examine where the issue stood
after nearly 50 years of well-funded historical archaeological studies in
the state.  Essentially they concluded that historic context studies across
the nation had essentially failed since they seldom, if ever, addressed the
critical Section 106 requirement - what do the archaeological remains tell
us that we cannot know from the records and, more importantly is what they
tell us of national register significance?  To cut to the chase, what they
generally found was that archaeological materials addressed notalgia and
idiosyncratic aspects of behavior - both interesting to archaeologists but
not of Section 106 significance.   It is an important study and worth
considering as California reapproaches the recrafting of their historic
context statements.  I can send you a short SHA paper on the topic and the
intro to the larger study that has just been published by ISAS (*Possible
Futures for the Recent Past: A Chronological and Resource-Based Framework
for Historic Site Research Design in Illinois) *The key part of this
discussion is Ch. 9 - Duane Esarey's discussion of Section 106 Criteria D
and the current practice of historic archaeology.
