Thanks for all the feedback so far. Our specimen originally had four tines, three have broken off. Although recovered from a plowzone context, It is possible they were deliberately broken off as David suggests. In its current configuration it does look similar to a muskrat spear, which were quite common here in Minnesota during the late fur trade era.

I'd agree. Looks like this spear originally was a trident with three tines; this remnant retains the central tine, but the top and bottom prongs (in the photo) are gone. Use of the artifact might be better understood if you can find any local tradition of modifying fishing/eel tridents in this manner--were they used in some other way, after the outer tines were removed?
