The sun is technically up at that time, but here's the rub: factors like cloud cover, rain, and the angle of the sun. According to  "climatemps.com" 

Average Sunlight Hours/ Day in January =     1h 48'
Average Daylight Hours & Minutes/ Day in January =     7h 28'
Sun altitude at solar noon on the 21st day of January  =     13°

What that says to me is, it's fricking dark -- but nobody from there has offered any info. It's a lot sunnier than Copenhagen, say, which averages 1 hour  9 minutes of sunlight. For comparison, we average 3 hours of sunlight and more than 9 hours of "daylight" here, in January. On the bright side, the sun sets a minute later every day.
