Synthetic rubbers began to be used for tyres in the pre-WW2 period by
German manufacturers, who I'd guess would be the most likely source of
supply for that part of Yugoslavia. Or could be Italy, or Hungary or
...
Depending on whether you have deep pockets, or perhaps can persuade a
modern tyre manufacturer to take an interest, there may be
fingerprints of particular chemicals or compositional mixes that could
give you a clue as to whether it was pre- or post-war vintage.

We recently found a tire in a cave in Croatia, probably from a bike
or motorcycle. We believe it was taken there by war refugees during
WW2, but I would like to be sure. I wonder if you know of any
resources that could help me understand when/where the tire was
