I just went through this last year, Paul!
You need to decide if you want to work in cross-polarized light or only in reflected light. If you are just working with reflected light for close inspection of the fabrics, then you can pick from many of those basic microscope sets and you might be able to do that on your budget.
If you do want to do petrology, you will need to be sure you get a polarizing filter and also the polarizing backlight base that holds slides. Getting all that gear will be a bit more than your $700 budget. I think you might need about $1800 or so for a complete set up.
