General Description
Under the direction ofthe Cultural Resources Program Director, this position is responsible forcoordinating all activities with the potential to affect cultural resourceswithin an assigned region. Responsible for ensuring agency compliance withstate and federal antiquities laws, including the Texas Administrative Code,State Park Operational Rules, the Antiquities Code of Texas, the NationalHistoric Preservation Act, and the National Environmental Policy Act. Reviews proposed projects on lands owned or managed by TPWD.  Responsiblefor developing scopes of work, requests for proposals, and selection,management, and oversight of contracted archeological consultants. Develops cultural resources management plans, and archeological sitemonitoring plans for individual state parks, natural areas, and state historicsites.  Provides technical assistance and staff support to operations,site superintendents, and other agency programs.  Functions as a member ofproject teams and performs work in the field and lab including survey, testing,artifact analysis, and report preparation for inclusion in the annual TPWDreport to the Texas Historical Commission on cultural resourcesinvestigations.  Involved in outreach activities within and outside theagency to highlight TPWD's commitment to the management and conservation ofcultural resources and to engender stewardship in the visiting public througheducation.  This position has stop-work authority over all regionalactivities that may affect cultural resources integrity.  Providesassistance to the Cultural Resources Program Director as needed.  Worksunder minimal supervision, with extensive latitude for use of initiative andindependent judgment.  Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations andprocedures.

Qualification Guidelines
MINIMUM QUALIFICATIONS: 
Education:
   
   - Graduation from an accredited college oruniversity with a Master's degree in Anthropology, Archeology, HistoricPreservation or related field.Experience:

   
   - Five years of progressively responsibleexperience, with a minimum of three years as a project supervisor in culturalresource management in areas to include: archeological project design andmanagement, archeological survey, testing, data recovery, archeologicallaboratory processing and artifact analysis, writing professional reports onarcheological or cultural resources issues.Licensure:

   
   - Must possess or be able to obtain, within30 days of employment, a valid class "C" Texas driver's license.   
NOTE:  Retention of position contingent upon obtaining and maintainingrequired license.Knowledge, Skills and Abilities

   
   - Knowledge of Texas prehistoric and historicarcheology; 
   - Knowledge of cultural resources protectionand stewardship practices; 
   - Knowledge of state and federal antiquitieslaws; 
   - Knowledge of historic architecture; 
   - Knowledge of natural resources protectionand stewardship practices; 
   - Knowledge of environmental assessment andimpact statements; 
   - Skill in using MS Word, Excel, Outlook anddatabases; 
   - Skill in effective verbal and writtencommunication; 
   - Skill in archeological/technical reportwriting; 
   - Skill in prehistoric and historicarcheology practices, gained through academic training and field experience; 
   - Skill in identification and analysis ofprehistoric and historic material culture; 
   - Skill in interpreting antiquities laws andhow to apply them to cultural resources on state-owned or managed lands; 
   - Skill in applying archeological andhistoric research techniques and methodologies; 
   - Skill in utilizing GIS/GPS for fieldrecording and database compilation; 
   - Skill in establishing and maintainingeffective work relationships with co-workers and work-related contacts; 
   - Skill in making independent, sound andtimely decisions; 
   - Skill in managing multiple projects, shortdeadlines, and conflicting priorities; 
   - Skill in preparing scopes of work andbudgets for all phases of archeological investigations; 
   - Ability to apply cultural resourcemanagement theory and practice to state owned resources; 
   - Ability to manage and coordinate diverseprogram activities and accomplish program goals using independent judgment andinitiative; 
   - Ability to administer contracts; 
   - Ability to work with individuals withdifferent types of training and backgrounds to create solutions and bringprojects to completion; 
   - Ability to work independently with littleor no supervision; 
   - Ability to work as a member of a team; 
   - Ability to obtain a Texas AntiquitiesPermit from the Texas Historical Commission; 
   - Ability to use various digging tools; 
   - Ability to perform manual labor includinglifting, supplies and materials up to 50 lbs.; 
   - Ability to conduct work activities inaccordance with TPWD safety program.Additional InformationWORKING CONDITIONS:

   
   - Required to work from 8:00 a.m. to 5:00p.m., Monday through Friday; 
   - Required to work on holidays, weekends, andhours other than 8:00 a.m. to 5:00 p.m. as necessary; 
   - Required to perform work outdoors,occasionally in adverse weather conditions; 
   - Required to hike in difficult terrain asnecessary; 
   - Required to perform manual labor including,lifting supplies and materials up to 50 lbs.; 
   - Required to operate a State vehicle; 
   - Required to travel 20% with possibleovernight stays; 
   - Non-smoking environment in State buildingsand vehicles.ADDITIONAL REQUIREMENTS:In order to be consideredfor this position, the following information is required:
