There was work at the Virginia pen (Richmond) back in the early 1990s.  Original designed by bulfinch (us capitol fame)

Hi Folks,

I'm doing some background work on the first Arkansas State Penitentiary,
dating 1838-1899. I've got my arms around the peer-reviewed literature, but
could use some hints for gray literature. TDAR has no listings. Any
heads-ups are much appreciated.
