That is my experience as well. My workplace hives get tested as part of the USDA/Bee Informed survey and in August 2015 ( don't have 2016 results yet ) mite loads were at 1%  but DWV was detected in 80% of the bees tested. If I recall correctly, some other test sites in the state had higher mite counts but less DWV detected in the samples.
