It looks like a Parsing of words here.   The links provided to point to labs
as Jim mentions,  but as Richard points out,  they are not for product
testing for approval,  but used for testing and compliance checks when and
if problems are found.

The EPA/FDA do not test for approvals,  but can and do test for compliance
at times.
