Why don't some of the Aussie beekeepers chime in on this.  Running hives
with the queen in a single deep below an excluder is common practice Down
Under.  The trick seems to be to keep a box of "stickies"
(recently-extracted drawn combs) directly above the excluder, so that the
bees don't plug out the brood chamber with honey or pollen.

In my area, plugging out with pollen rarely occurs (other than occasionally
in almonds), but as Debbie points out, it may occur elsewhere.
