Two deeps and two supers seems nearly twice as much space as you need to
over winter a healthy colony of reasonable size.  The population of bees is
unable to keep the "house" clean so the SHB easily escape, even reproduce?
The beetles are in your hive not the patties.

Have you considered reducing the empty space? And using the beetle traps? -
they do help.
