Interesting question. Most here in the U.K. just accept it as the norm.
I have had a kook at Hansard. The verbatim record of parliament. In 1946
this was said.

§Colonel Crosthwaite-Eyre asked the Minister of Agriculture whether, in
view of the damage done by foul brood, he will consider amending the Foul
Brood Disease of Bees Order (1942) to make it compulsory upon beekeepers to
notify this disease.
§Mr. T. Williams: The hon. and gallant Member's suggestion has already been
carefully considered by the Bee Disease Advisory Committee, which has
advised me that, as Foul Brood Disease cannot be definitely recognised by
the ordinary beekeeper, it would be impracticable to insist on compulsory
notification.
Notification was required after the Bees Act of 1980, but all I can find
about that is debate on varroa.
