That seems low. Per side, or per frame? If a package is approximately 12,500 bees, then using those numbersI would expect a package to fully cover 5-6 frames. It seems like they always cover a bit less than that which would mean more than 2,000 per frame.
The foundation we sell at the store has ~3.500 cells per side. A bee standing on the comb takes up a little more than 2 cells worth of space so I would guess that at a low density each side would have 2,500-3,000 bees or 5,000-6000 bees per frame. Much more when the frames are so crowded it seems like the bees are 2 deep. Or did I error somewhere?
